JOB OVERVIEW

Founded in 1950, Associated Builders and Contractors (ABC) is a national association with 67 chapters representing more than 23,000 merit shop construction and construction-related firms with nearly two million employees. ABC Northern California represents all specialties within the U.S. construction industry and is comprised primarily of firms that perform work in the industrial, commercial and residential sectors. ABC promotes free enterprise in the construction industry and this belief is core to all we do.

The ABC NorCal chapter was formed in 1976 and is one of four chapters in California, covering 48 counties in Northern California. Current membership stands at 473. ABC NorCal Chapter operates as a 501c6 organization and is the Sponsor of a Training Trust Fund 501c5 and a Benefit Trust Fund 501c9 as well as the authorized administrator of a third party 501c3.

The President/CEO provides strategic and operational leadership to ensure that the Chapters mission, goals and objectives are achieved in an efficient and cost-effective manner. In collaboration with, and under the general vision set forth by the Board of Directors, the President/CEO provides hands-on management of all areas of the Chapter including membership value and development, employee relations and development, finance and accounting, internal and external communication, technology, and political, government and public relations. As the spokesperson and face of the Chapter, the President/CEO represents the Chapter before internal and external groups. The President/CEO fosters a positive organizational culture that promotes a healthy work environment for staff and volunteers and identifies potential risks to the Organization, including financial, legal and reputational risks. The Executive Director must be a skilled leader and have experience managing through organizational changes and complex dynamics.

The President/CEO also serves as the Authorized Administrator Manager, working at the direction of the ABC NorCal Chapter Training Trust Fund. In this capacity, the Authorized Administrator performs ministerial duties related to the day-to-day operations of the Training Trust Fund. This includes evaluating and managing certain service providers hired and approved by the Trustees. The role ensures all parties are acting in compliance with ERISA, DOL standards, and state and federal apprenticeship guidelines, and ensures that all financial and operational policies and procedures are followed by chapter staff and various service providers in accordance with the professional services agreement between the ABC NorCal Chapter and the ABC NorCal TTF. The role also works as a liaison between the ABC Chapter Board and the ABC NorCal Training Trust Fund Board.

The President/CEO also serves as Authorized Administrator for the ABC Northern California Benefit Trust Fund. In this capacity, the President/CEO acts as an administrative facilitator under the direction of the trustees, evaluates and manages service providers, ensures all parties are acting in compliance with ERISA and DOL standards, schedules meetings, communicates updates with the chapter and training trust, and performs general management duties associated with a related entity, ensuring that all financial and operational policies and procedures are followed by chapter staff, the TPA, and various service providers in accordance with the professional services agreement. Works with Trustees to ensure that the Fund is acting in the best interest of the plan participants.

ESSENTIAL POSITION FUNCTIONS:

Board and Association Relations

  • Plays the lead role in implementing the Chapter's strategic plan with staff, leadership and volunteers. Assesses the current political and market climate as well as member needs; program development to meet these needs is conducted in a strategic manner. Monitors progress of objectives delegated to key staff to ensure completion.
  • Collaborates with national association leadership to align strategy with the ABC Association Wide Strategic Plan. Engages and communicates regularly with the Board of Directors to keep them apprised of progress toward goals. Provides the Board with financial, internal, economic, legislative and industry updates and the structure to enable sound decisions.
  • Researches, proposes and implements changes to policies, by-laws, and programs approved by the Board of Directors to improve financial or value position.
  • Builds and maintains effective relationships with Chapter Officers, committees, task forces, trusts.
  • Ensures the chapter aligns with the mission, charter, bylaws and policies of the national association and the laws of the United States as well as state and local governments.
  • Ensures the chapter follows the mission, charter, bylaws, and policies of ABC Northern California.

Internal Relations

  • Works with the Executive Committee and the Investment/Audit Committee to develop the annual budget for financial stability. Collaborates with the Treasurer to assess and improve the financial status of the Chapter. Authorizes invoices, financial statements and expenses as approved. Reviews and authorizes contracts as approved in the budget or as an ad hoc expenditure approved by the Executive Committee. Maintains fiduciary responsibilities as President/CEO and ensures timely, accurate, auditable financials in accordance with GAAP. Provides leadership with projections to adjust activities as needed.
  • Ensures and manages the process for collection of membership dues, administrative fees, PAC, and other non-dues revenue.
  • Leads the human resources function. Recruits, hires, trains, engages, promotes, coaches, evaluates performances, and terminates staff in accordance with Chapter policies and all federal and state laws. Oversees budgets for compensation and benefits. Works with various entities to address staffing/organizational changes.
  • Champions an exceptional member service culture by providing staff and volunteers with the training, technology, equipment, facilities, and support to deliver cooperative and efficient solutions to members. Proposes recommendations for improvement to the Board and related entities and implements as appropriate.

Member Relations

  • Responsible for membership growth and retention by providing value and enhanced services to the Chapter. Uses various mediums to communicate and drive the value proposition to membership. Proactively engages members to cultivate relationships that improve satisfaction.
  • Proposes, coordinates and presents high-quality and relevant content to membership events and activities. Researches legislation, data and trends in the industry and interprets implications for members. Recommends best practices.

External Relations

  • Networks with other industry associations, commissions, professional networks, government agencies, and legislative bodies to monitor activities affecting Chapter and members. Maintains contact to educate and garner support for industry initiatives.
  • Takes a lead role in construction industry advocacy issues. Communicates the merit shop industrys story credibly to enhance the business climate and value to ABCs members.
  • Anticipates issues and builds consensus around policy positions; cultivates relationships to advance the industrys agenda.
  • Involved in political campaigns, political action committees and fundraising, and oversight of organizational PACs, ensuring compliance with state guidelines.

Specialized Skills

  • Proven experience in managing a budget and staff in a complex multi-entity association; ability to lead and develop a diverse team. Develops, executes, and achieves the annual budget; pursues fiscal goals as defined by the Board and Trust Funds.
  • Experience with nonprofit organizations, public and private funding sources, training and education institutions, community stakeholders, and other public decision-making bodies.
  • Experience nurturing strategic relationships with local, state and federal government agencies and elected officials.
  • Knowledge of the commercial construction industry or the ability to quickly become credible on industry issues is important, though not required.

Qualifications and Experience

  • Education: A Bachelors degree in business administration, nonprofit management, or related field or equivalent experience; 7-10 years in association or corporate management strongly preferred.
  • CAE designation strongly preferred.
  • Financial Management: Demonstrated knowledge in financial management and the ability to communicate and present financial statements to stakeholders. Ability to work with QuickBooks financial statements, balance sheets, income and cash flow statements. Understanding fiduciary responsibilities as President/CEO.
  • Leadership experience: Track record of leading teams and managing complex operations; strong sense of urgency and interpersonal skills; experience as a senior manager or executive in a nonprofit or business organization.
  • Strong interpersonal skills , ability to organize and motivate groups, problem-solving skills, project design.
