Salary: $89,040.90 to $99,516.30 per year commensurate with experience

Reporting to the Board, the Executive Director provides strategic leadership, vision, and direction to the Morgantown Park and recreation system. The Executive Director implements the policies of the Board and works with the BOPARC Foundation to envision and develop park projects. The Executive Director works with the elected and appointed officials, civil servants, potential funders, and volunteer leadership to craft strategic and financial planning objectives. The Executive Director provides leadership to a staff of approximately 17 full-time and approximately 130 temporary employees, oversees an annual operating and capital budget of over $14 million, and serves as an ambassador to the community and other governmental agencies.

This position prepares and administers the organizational operating budget, evaluates and implements projects, applicable grants, other funding opportunities, and serves as liaison to various commissions and authorities. The Executive Director develops long-range strategic plans and annual objectives, plans for organizational growth, and keeps Board informed on the achievement of goals, objectives, mission status and other relevant information on an ongoing basis.

Overview:

The Morgantown Board of Park and Recreation Commissioners (BOPARC) is established by Morgantown City Council to manage public recreation throughout The City of Morgantown. BOPARC oversees 5 large public parks and several neighborhood parks or pocket parks, including two community pools, the Morgantown Ice Arena, Wiles Hill Community Center, Marilla Recreation Center, and Dorsey’s Knob Lodge. The Department maintains a wide variety of facilities in the parks and offers numerous and diverse recreational and program activities and events providing year-round opportunities to enhance the quality of life for residents and visitors. BOPARC has recently constructed a new pool and playground facility at Marilla Park and will being its Lower Marilla Park renovations in Fall 2025, including construction of an action sports park, new tennis and pickleball courts, and other amenities. BOPARC capital projects are funded by a dedicated portion of the City of Morgantown sales tax. BOPARC also receives annual general funds contributions from the City of Morgantown, generates approximately $1.9 million annually through rentals, fees, and other income, and receives dedicated funding through a countywide excess levy for parks and trails ($270,000.00), hotel occupancy tax ($255,000.00) and City coal severance revenue ($122,450.00). BOPARC also maintains portions of the Mon River Rail-Trail, Caperton Rail-Trail, and Deckers Creek Rail Trail within Monongalia County.


Duties:

  • Implements Board policies and projects related to parks and recreation.
  • Leads all staff responsible for the Board’s parks property, programming, and facilities.
  • Directly manages approximately four staff members including an Assistant Director and three Division Directors.
  • Oversees maintenance of property and facilities including two pools, various rental facilities including park pavilions, swimming pools, and Dorsey’s Knob Lodge; an ice arena, an adventure sports park (forthcoming), an indoor community center, two off-leash dog areas, portions of 50+ miles of hiking trails including paved and crushed gravel rail trail as well as singletrack mountain biking trail, numerous ballfields and tennis and pickleball courts, playgrounds, and many other areas for designated and general outdoor activities.
  • Develops annual operating and capital budget requests; monitors the budget.
  • Oversees grant management activities including approval of funding sources and requested amounts.
  • Supervises management of third-party revenue and expense contracts.
  • Maintains effective working relationships with the City of Morgantown, Monongalia County Commission, Mon River Trails Conservancy, BOPARC Foundation, and other supporting organizations and user groups.
  • Represents Morgantown park system to other federal, state, and local officials, private agencies, philanthropic groups and individuals and citizens groups to present and explain the department’s mission, vision, programs, policies, and activities.
  • Performs related duties and responsibilities as requested or required.


Knowledge, Skills, and Abilities

Knowledge of:
  • Demonstrated knowledge of government and/or public budgeting principles, procedures, techniques, and issues.
  • Fund and appropriation accounting concepts and methods and relevant laws and regulations governing the work.


Skill in:

  • Microsoft Office Suite?
  • Computer, AV equipment, telephone, copier, applicable software and technology such that may be specialized equipment used in parks and park facilities.


Ability to:

  • Identify and evaluate property, programming, and facility-related plans while considering trends, costs, social pressures, environmental resources, and needs.
  • Organize, administer, and evaluate short- and long-range business practices, programs, and service delivery.
  • Handle multiple demands and priorities simultaneously.
  • Set priorities to meet deadlines for multiple concurrent projects.
  • Identify and respond to sensitive community, City, and partner agency issues, concerns, and needs.
  • Pursue and maintain cooperative private/public partnerships through collaboration and consensus-building.
  • Understand, interpret, and communicate the policies, procedures, laws, and regulations appropriate to the administration of parks policy, programming, property, and facilities.
  • Providing support to ensure the successful performance of all staff.
  • Establish and maintain respectful and productive working relationships.

Physical and Mental Demands and Position Surroundings:

This position spends portions of the workday performing duties in front of computer monitor, sits at desk or table as well as travels to and from meetings. A large percentage of time may be spent indoors, although outdoor activity may be required for project assessment, site visits and other duties. Changes in temperature are common as are changes in natural environment (i.e. – indoors vs. rain or other inclement weather). Lifting up to 25 lbs. may be required at various times. This position requires the ability to interpret data, formulate complex decisions, speak publicly and communicate effectively both verbally and in writing.

Minimum Requirements:

  • Bachelor’s Degree in Parks and Recreation Management, Public Administration, or related and relevant field of study.
  • A minimum of five years’ experience in a high-level executive or management position at a parks and recreation agency or any equivalent combination of education and experience.
  • Experience in public administration, municipal accounting and budgeting, and personnel management.

Preferred Qualifications:

  • Master’s Degree in Parks and Recreation Management, Public Administration, or related and relevant field of study
  • Ten (10) years of progressive experience in the administration of recreation programs and park facilities and systems, including two (2) years directing the work of or supervising staff.

An equivalent combination of education and/or experience will be considered.
