Job Summary

Responsible for overseeing and optimizing patient throughput across all clinical and procedural areas of the University of Maryland Baltimore Washington Medical Center. Ensure efficient care coordination, improved patient access, and enhanced overall experience by identifying and resolving flow bottlenecks. Collaborate with executive and operational leaders to develop and implement innovative, data-driven strategies that reduce length of stay, improve capacity management, and support organizational goals. Foster strong partnerships across clinical and operational departments, analyze performance metrics to guide decision-making, and ensure the infrastructure and processes are in place to sustain high-performing, patient-centered flow operations. Work is performed under general direction. Direct report to the Senior Vice President, Chief Operating Officer.

Primary Responsibilities

The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job responsibilities performed.

  • Oversee operations related to admissions, discharges, and transfers, to ensure timely, safe, and efficient care delivery.
  • Develop and implement strategies to enhance patient flow and throughput in collaboration with applicable leadership.
  • Analyze patient flow metrics to identify areas for improvement and implement evidence-based solutions.
  • Collaborate with the Perioperative Governance Council and OR leadership to align patient flow efforts with hospital operational and strategic initiatives.
  • Coordinate with bed management, emergency department, inpatient units, procedural areas and ancillary services to optimize resource utilization.
  • Lead initiatives to address barriers to patient flow, including capacity constraints, staffing, and process inefficiencies.
  • Assure appropriate management of the OR schedule within the outlined block schedule and budgeted staffing.
  • Serve as a liaison between departments, ensuring alignment and accountability for patient flow performance. Foster collaboration among multidisciplinary teams to ensure seamless transitions of care.
  • Facilitate regular meetings to review performance metrics and drive continuous improvement. 
  • Monitor and report on key performance indicators (KPIs) such as length of stay, admission-to-bed assignment time, and discharge efficiency.
  • Prepare and present reports and presentations on patient flow performance to executive leadership. Provide strategic insight through forecasting, trend analysis, and data interpretation.
  • Ensure patient flow initiatives comply with accreditation standards and regulatory requirements.
  • Develop and implement policies and procedures that support safe and efficient patient movement within the facility. Cultivate a culture focused on safety, quality outcomes, and process improvement.
  • Analyze and present performance improvement, financial or other reports; clearly communicate monthly and annual financial statements; collate financial reporting materials for financials and any projects/programs.
  • Analyze and present financials and data analytics as needed for patient flow purposes and operating room performance.
  • Update and implement business policies and accounting practices; maintain the operations department’s policy and procedure manual.
  • Collaborate with Directors and Managers to establish patient flow and/or procedural based operational goals and targets.
  • Review all new position requests and analysis associated with productivity and department variances to ensure the highest level of efficiency in staffing models across operational areas.
  • Determine fiscal requirements, prepare budgetary recommendations, monitor costs, and authorize expenditures for the department.
  • Lead special projects for the SVP, COO and other areas as assigned, including developing work plans, assessing resource needs, and ensuring successful project execution and outcomes.
  • Evaluate staff effectiveness and oversee development and implementation of training programs to improve performance.
  • Oversee and perform managerial functions including hiring, training and development, and preparing performance reviews in accordance with UMMS policies and procedures.
  • Perform other duties as assigned.
Qualifications

  • Education & Experience - Required Bachelor’s degree in Business Administration, Healthcare Administration, Finance, Nursing, or related field.
  • Minimum of 7 years progressive experience in healthcare, quality management, or finance.
  • Minimum of 3 years of managerial experience in a hospital or healthcare system overseeing quality management.

 

  • Education & Experience -Preferred Master’s degree in Business Administration, Healthcare Administration, Finance, or related field, or must be enrolled in a program within 1 year of start date.
  • Lean Six Sigma certification

Compensation

  • Pay Range: $57.87 - $92.40
  • Other Compensation: Manager Incentive Plan eligible
