Job Title: Captain Community Risk Reduction and Public Information Officer

Harris County Emergency Services District No. 48 (HCESD No. 48 or the District) is seeking applicants for a Full-Time Captain Community Risk Reduction and Public Information Officer.

HCESD No. 48 is a combination of Fire and Emergency Medical Services (EMS) District, providing services to residents of HCESD No. 48 and Fort Bend County Emergency Services District No. 1. Our service area is twenty-nine (29) square miles located on the west side of Harris County, between the cities of Houston and Katy, Texas. The population is approximately 160,000 persons. HCESD No. 48 responded to over fifteen thousand (15,000) Fire and EMS incidents in 2024.

The Captain Community Risk Reduction and Public Information Officer is an At-Will employee and serves at the discretion of the Fire Chief and the HCESD No. 48 Board of Commissioners.

Duties Include, But Are Not Limited To

The Captain of Community Risk Reduction (CRR) shall:

  • Determine the goals, objectives, and priorities of the District's CRR Program to reduce the risk of injury resulting from fires, trauma, and medical events and minimize property loss resulting from fire.
  • Exercise considerable independent discretion and judgment with respect to:
    • Determining the goals, objectives, and priorities of the District's CRR Program.
    • Planning, organizing, and directing the administration of the Community Risk Reduction, fire and life safety and injury prevention programs to reduce the impact of fires and accidents.
    • Establishing strategies and methods for allocating the District's resources to achieve identified goals for the CRR, fire and life safety, and injury prevention programs.
    • Providing ongoing coaching, supervision and performance evaluation of assigned personnel; correct work deficiencies; issue oral and written corrective actions; and recommend formal disciplinary action to the Assistant Chief of Operations in accordance with the District's Member Handbook.
    • Creating and revising procedures, field-operating guidelines, and other protocols related to community risk reduction, fire and life safety, and injury prevention.
    • Acting as liaison with District personnel, community partners, various departments of municipalities and the county, law enforcement agencies, and other fire departments/districts.
  • Evaluate the effectiveness of the CRR, fire and life safety, and injury prevention programs by collecting and analyzing relevant data and statistics.
  • Analyze current and future community risk and incident trends and adapt programs to meet the challenges created by community risk and incident occurrences in the District.
  • Design and develop original, or modify existing, course materials and lesson plans for CRR, fire and life safety, and injury prevention programs.
  • Create or lead collaborative partnerships and coalitions of professionals involved in CRR, fire and life safety education, and injury prevention.
  • Oversee the dissemination of information to citizens about the District's role, actions, and accomplishments in the community.
  • Coordinate the timely dissemination of information to internal and external audiences.
  • Demonstrate comprehensive knowledge of the District's rules, policies and procedures as they pertain to Operations specifically and the District generally, including but not limited to the rules, policies and procedures contained in the District's Member Handbook, Payroll, and Standard Operating Guidelines, and consistently and appropriately enforce the District's rules, policies and procedures.
  • Develop goals, benchmarks, and objectives for CRR in collaboration with the Board of Commissioners, Fire Chief, and Assistant Fire Chief of Administration.
  • Provide professional and other services to community organizations and groups.
  • Represent CRR and the District at local, regional, state, and national meetings and conferences.
  • Direct and manage timely responses to citizen inquiries and complaints.
  • Collaborate with the Board of Commissioners, Fire Chief, and Assistant Fire Chief of Administration with development and continual improvement to provide a high-quality, cost-effective, and efficient Community Risk Reduction Program.
  • Promote a positive, professional image of the District at all times.
  • Works well in a progressive, team-oriented environment.
  • Produce effective and professional oral and written communications.
  • Develop and maintain positive, effective working relationships with District employees, volunteers, District residents, other governmental agencies, and the community.
  • Assist the Assistant Fire Chief of Administration in developing the proposed annual budget for the CRR program.

The Public Information Officer (PIO) Shall

  • Act as the District's official spokesperson with the
  • Proactive media and community relations, through the writing, reviewing, and editing of news releases, newsletters, emails, articles, postings, publications and
  • Facilitate news conferences and prepare all necessary materials as
  • Develop, implement, and maintain an effective public information program and coordinate public relations activities for the
  • Assist and counsel department leadership concerning public relations aspects of policies, practices, procedures, programs, and
  • Proactively promotes department accomplishments and
  • Develops and executes communication plans for various campaigns, both internally and
  • Research attitudes, opinions, and perceptions of selected internal and external groups. Report that information to fire department leadership by collecting and managing constituent concerns via surveys, web applications, and focus groups.
  • Facilitate broadcast and telephone interviews with the media, as well as responses to email.
  • Manage the district's use of third-party communication websites and social media.
  • Policy and procedure creation, including, but not limited to, communications, sponsorship, and crisis communications policy.
  • Build and foster long-term working relationships with various public entities, including media, citizens, school districts and charter schools, community organizations, other municipal, County, regional, and state public information offices, and other associations the department deems important to the success of its mission.
  • Develop and maintain a strategic communications plan to support the department's mission and goals.
  • Creation of communication strategies for various events that the department participates in or sponsors.
  • Perform all work duties and activities in accordance with department policies and procedures.
  • Oversee coordination of special events and special media events, including news briefings, press tours, and formal events.
  • Prepare and review brochures, pamphlets, fliers, and other marketing pieces for various campaigns; work includes writing, editing, coordinating the development of copy and data, proofreading, coordinating images, and printing proof approvals.
  • Research, write, and participate in developing and appraising content for various multimedia productions (e.g., PSA, video projects, slide shows, internet, website, etc.).
  • Familiarity with the latest trends, technologies, and methodologies in graphic design, web design, social media, etc.
  • Ability to think creatively and innovatively in a team environment.
  • Post openings in online venues, newspaper classifieds, with professional organizations, and in other appropriate venues
  • Maintain the District website.
  • Use social and professional networking sites to identify and source candidates.
  • Take video and still pictures at emergency scenes for use in training, outreach, and communication materials.
  • Represent as PIO and the District at local, regional, state, and national meetings and conferences.
  • Other duties as assigned.
